Cook County has created its own Digital Equity Map as a companion tool for its Digital Equity Action Plan to address the digital divide issue and ensure equal access to technology and internet resources for all residents.
Purpose
Under the Infrastructure Investment and Jobs Act of 2021, $65 billion was authorized nationally to expand broadband access and adoption and reduce disparities highlighted by COVID-19, including remote work, school, and healthcare opportunities. To improve digital equity in the United States, data at the local scale must be collected and analyzed to formulate effective policy and advocacy solutions to benefit those most in need. The Digital Equity Map addresses the digital divide, promotes inclusivity, and encourages all residents to participate in the digital world safely and fully while we continue building our digital equity ecosystem together.
The Cook County Digital Equity Map identifies areas with limited or no access to broadband internet, technology infrastructure, or digital literacy programs. By mapping these disparities, policymakers and practitioners can focus on bridging the gap between under-resourced and well-connected communities.
The Cook County Digital Equity Map supports the allocation of resources more efficiently. It will help prioritize investments in areas that need them the most, ensuring that funds are directed toward building necessary infrastructure, providing affordable internet options, and supporting digital training programs.
In today's digital age, access to technology and the internet is essential for education. By mapping areas lacking adequate digital resources, policymakers and practitioners can better support local schools and students, providing them with the tools necessary for remote learning, online research, and access to educational materials.
The Cook County Digital Equity Map is critical in promoting economic development. It helps identify areas where businesses may face challenges due to limited digital access, allowing policymakers to incentivize investment and encourage the growth of digital economy hubs in underserved communities.
Data integrity of the Cook County Digital Equity Map involves engaging with community stakeholders, including residents, businesses, nonprofits, and educational institutions. This process fosters collaboration and ensures that different groups' needs and perspectives are considered while developing strategies to bridge the digital divide.
